Vertical industry connections, which prevailed in the administrative and planned economy, are being replaced by horizontal investor connections. Therefore, construction as an economic process represents the continuous investment activity of capital owners during the life cycles of the building or construction in which this capital was invested.

In large cities, construction is conducted by the main construction authorities, corporations or holding companies that are established under city councils (city administrations), which manage construction through territorial general construction and special construction trusts and authorities. In fig. 1 presents a simplified scheme of the State Municipal Construction Corporation "Kievgorstroy", which gives an idea of the subordination of various construction organizations. All trusts of this company are joint-stock associations.
